There has not been a text book written that covers "complete" information on osteoblast cell culture. It all depends on what source of cells you want to use.
Some of the questions you need to answer are:
Do you want to use primary cells or cell lines
Does the tissue source matter (i.e. marrow, calvarial, outgrowth from bone chips)
Does the stage of development they were collected from matter (embryonic, neonate, adult),
What stage of development should the cells be at mesenchymal stem cell like, preosteoblastic, osteoblastic)
What they can do (can form bone nodules, can't form bone nodules).

A good starting place might be the following text books which have:

Methods in bone biology (Eds Arnet & Hendersen)
it appears that the first chapter is availble for free at

Marrow Stromal Cell Culture (eds Beresford & Owen; 1988)
