There is a website at http://www.corning.com/Lifesciences/cells100/ that has some history of cell culture. The fiorst successfulo experiment with cell culoture was done by Ross harrison in 1907. There is information on him at this site. There is also a recorded semianr on the early days of cell culture that can be downloaded at http://www.corning.com/lifesciences/news_center/web_seminars/

John is right that Ross Harrison (1907) was the first to succesffuly culture cells (Harrison, R.G. (1907) Observations on the living developing nerve fiber. Proc. Soc. Exp. Biol. Med. 4:140-143). He adapted the 'hanging-drop' method previously used by bacteriologists to culture bacteria, using it to grow a nerve cells for several weeks. I haven't read the article and some of the descriptions of what he reported vary (uing plasma clots or lymph fluid; whether the cells were from the spinal cord or neuarl crest cells).
Alexis Carrel (1912, On the permanent life of tissues outside the organism. J. Exp. Med. 15:516-528) and Montrose Burrows soon modified Harrison's technique and used it to grow adult mammalian tissue and malignant tissue in vitro.
The widespread adoption of tissue culture did not begin as a research tool until after World War II

I think its worth noting that there was some earlier work where Wilhelm Roux (1885) maintained a portion of a chicken embryo in vitro in a warm physiological solution.

Here are some other key events in the development of cell/tissue/organ culture (I got them from a website years ago but haven't kept a record of which one).

Burrows 1910
First long term successful cultivation of chicken embryo cell in plasma clots. First detailed observation of mitosis.

Lewis & Lewis 1911
First liquid media consisted of:
Sea water
Serum
Embryo extract
Salts and peptones
Observed limited monolayer growth

Rous & Jones 1916
The first use of the proteolytic enzyme trypsin to suspend attached cells in culture

Carrel & Baker 1923-31
Development of T-Flasks
Development of techniques for cell culture scale-up
Microscopic evaluation of cells in culture

Carrel & Rivera 1927
Production of the first viral vaccine - Vaccinia

Gey 1933
Developed the roller tube technique

Fischer 1948
Developed a chemically defined medium
CMRL 1066
Still in use in virology and cytology studies

Parks 1949
Development of a protocol to freeze cells and store them in LN and keep them in suspended animation for years.

Gey et al. 1952
Isolated and propagated HeLa cells
HeLa cells was derived from cancerous growth of Henrietta Lacks who died 1951 of a cervical cancer. Initially, the cell line was said to be named after a "Helen Lane", in order to preserve Lacks's anonymity. The cells proliferate abnormally rapidly, even compared to other cancers. HeLa cells have been transformed by human papillomavirus 18 (HPV18), and have different properties from normal cervical cells.
Gey, G.O., W.D. Coffman, M.T. Kubicek (1952) Cancer Research 12:264

Dulbecco 1952
Developed plaque assay for animal viruses using confluent monolayers of cultured cells.

Abercrombie 1954
Observed contact inhibition: motility of diploid cells in monolayer culture ceases when contact is made with adjacent cells.

Hatflick & moorhead 1961
Human fibroblasts die after a finite number of divisions.

Ham 1965
First description of serum free media

Kohler & Milstein 1975
First successful development of a hybridoma cell line for production on MABs.
